I don't know about Macau or Shanghai, which are mentioned as possible side-trips in the announcement.
For the MAIN PuristS on Tour destination, nationals of the following countries are eligible for the visa exemption program, which permits a duration of stay up to 90 days:
Andorra, Australia (Effective from January 1, 2015 for one year) , Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Republic of Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, the Netherlands, New Zealand, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, U.K., U.S.A. and Vatican City State.
Citizens of Malaysia and Singapore are eligible for visa exemption but can only stay for 30 days.
That means NO PRIOR visa application required and just come through Passport Control from the aeroplane. That means visa is issued by the passport control officer with a rubber stamp.
All other countries: Citizens need to apply for a visa in their home countries before travelling.
