The short answer is yes, they can. But it depends on a variety of factors. Also, it's not something that Patek Philippe offers readily. For instance, Lange happily advertises the fact that they are willing to add material to case scratches. However, even Lange won't do it for all watches in all parts.
The answer depends on a few things...
1. The scratch is deep enough to warrant this, but not deep enough to warrant a case replacement.
2. The scratch is shaped in a way, and in the position where it can be filled.
3. The specific Patek Philippe service center you visit has the laser welder machinery to perform the task. To my knowledge, not all service centers have this machine.
4. The scratch is on a precious metal part and not a steel part. Steel parts are usually replaced or polished. Pretty much never filled with more material. Technically it is possible but more difficult due to the higher melting temperatures of steel when compared to precious metal.
There may be other things that I've forgotten to mention. But yes, Patek Philippe has this capability, but they don't use it to the same extent that A. Lange & Soehne uses it.
